Since 2006, CCI has provided the Premium Billing Solution and Customer Call
Center Support for the State of Oregon’s Oregon Health Plan (Enhanced Medicaid) Premium Billing.
CCI developed, tested and deployed a custom Accounts Receivable solution within thirty days. CCI
developed interfaces with DHS’s legacy IBM system and migrated eleven years of Medicaid billing
data from the prior vendor while identifying, analyzing and resolving many data integrity
issues. The solution balances collections and account adjustments with more than $2 million in
CCI has been an ongoing partner with Department of Human Services/Oregon
Health Authority (OHA) to develop new interfaces and enhancements to meet requirements of OHA’s
current Medicaid Management Information System (MMIS), based on policy and technical changes.
The number of bills produced has increased almost 400% and scope of services has expanded during
several contract extensions. CCI provides postal bar coding, sorting and mailing at automated
discount postage rates, as well as updates for plan premium rates, enrollment and eligibility
changes. The solution includes nightly and monthly secure electronic data exchanges.
CCI’s trained CSRs accept and process payments by mail, phone, on-line
(E-payments) and in person. CSRs also balance and reconcile accounts daily, make adjustments and
bank deposits. CCI provides call center services and help customers in English and Spanish,
using their knowledge of eligibility, program requirements and agency processes.
Based on CCI’s performance and partnership on the OHP billing contract, the
DHS (now OHA) Contract Administrator gave CCI an “A+” rating for services, and DHS awarded CCI a
Certificate of Appreciation for Exemplary Customer Service.
CCI provides Payment Processing for Professional Development Incentives and Quality Improvement
Awards. CCI customized a financial management, accounting and reporting solution for the
federally-funded WA DEL project to process and track payments, print and mail reimbursement and
award checks for early childhood educators and institutions. CCI team members also respond to
agency and client calls and E-mails.

cities and Public Utility Districts since 1984. After joint application design (JAD) sessions
with the client and careful business process analysis, the solution is configured to meet each
